The site is composed of three blocks with area approximately over 1,000 MU, located in the city's newly developed area which is northwest of old town Tongliao. The program includes offices, retail, shopping mall, hotels, convention hall, residential and community facilities. The concept in developing the "L" shape site of three blocks as one is first to create  a "Main street" as ​an axis to link the twin towers and civic center. The purposes of doing so is to provide a closer relationship between the residential block and civic center and to create an imagery link in urban planning scale between the twin towers and the city hall. Afterwards, placing residential housing adjacent to existing river for view and design a central park offers the best value for residents.
