This is a proposal for the University of Notre Dame's "Shelters For All" Competition which seeks innovational solutions to the urban housing crisis in the developing world. The main approach to this solution is to create a cluster layout of shelters which provides a place that all families can enjoy reunion and continue to maintain a sense of "Home". The cluster can be expanded and duplicated as many as needed to create a community type of living environment for disaster refugees.
